Congressional Progressive Staff Association Statement On Passage of Historic House Rule Paving the Way for Staff Unionization

WASHINGTON, D.C. – Today, the Congressional Progressive Staff Association (CPSA) released the following statement following the passage of Rep. Andy Levin’s resolution recognizing congressional workers’ right to organize without fear of retaliation. CPSA represents over 1,000 staff members currently working in Congress.
“Tonight’s vote was a landmark moment in the fight for workers’ rights in the United States, and is cause for celebration.
“In a recent survey, 91% of current congressional staffer respondents expressed they wanted more protections in their workplace. Today, we finally saw movement toward that goal.
“We look forward to seeing all 217 members of Congress who supported the resolution continue to prove their commitment to workers’ rights by negotiating in good faith at the bargaining table, should their staff members petition to form a union.
“The 202 who opposed today’s resolution stand in clear opposition to workers’ rights – even when it comes to their own staff. Our association will consequently work to make our membership aware of their voting record.
“The passage of H.Res. 1096 (previously H.Res.915) will finally allow House congressional staff the fundamental protected right to organize and collectively build toward a stronger, more equitable workplace. The Congressional Progressive Staff Association is grateful for the years of organizing and activism that has led to this moment."
“Our Congressional Working Conditions Survey shined a spotlight on the multitude of ways that this workplace does not meet the financial, personal well-being, or physical safety needs of its employees.
“These structural deficiencies not only discourage diversity and long-term retention, they leave lasting negative impacts on congressional staffers. Our members, and all congressional staffers, deserve better.
“This is a moment to celebrate, yes, but it’s also a moment to look ahead. CPSA continues to stand proudly with the Congressional Workers Union in its efforts to provide workers in Congress the right to organize. We will not forget about our members and colleagues working in the United States Senate, who are still being denied this same right.
“Congress would cease to function without its hardworking staff. Today’s vote marks the beginning of a new chapter for Congress in which the impact of its workers are recognized and appreciated, and their voices are uplifted and protected.”
